which would have a greater power increase, a new top/bottom ported intake or a full manifold back exhaust?

Any mods behind the cat are strictly for looks/sound. Gains from porting the intakes will be pretty minimal at best and will be quite pricey unless you are doing the work yourself.

If your going to do it right, headers/full exhaust with a new cam. You can even swap a 3500 upper intake with throttle body and get more out of it.

Unless you plan on doing headers, I would go with a downpipe and intake. If money is no object and you're set on modding the 3400, do a 3500 top end swap and maybe a cam while you're at it.

its not worth the $$$, since you are on a budget, its cheaper to buy a 3800 equipped vehicle and sell your 3400 Impala.

Basic rule of thumb, if you want to mod for performance on a budget, dont start with the smallest engine available in a platform with the least amount of aftermarket support.

Upgrading your car to a LS or even better, an SS model will be your best bang for the buck if you want to stick with this platform. If you dont care about an Impala, then look into a used F-Body (Camaro, Firebird) or Mustang for your next ride. Tons of aftermarket support and parts are much, much cheaper.
