I previously tried to install a after market radio, I didnt unhook the battery and think I blew a fuse or relay, I'm only getting 1.7-3.0 volts out of the constant power to the radio, everything else is hooked up properly and I still get no radio, is there a constant voltage fuse or relay somewhere, ?

I can't help with the low voltage at the radio, but did you run the expensive harness or find a switched wire to have the radio turn on? The el cheapo harnesses don't provide the switched 12v source to command the radio to turn on (it comes in on the class 2 Databus in these cars (assuming you have a 2000-2005, I'm not sure about the later models)).
