I got a ticket saying my license plate was covered. My situation is the cover is a transparent, clear plastic to protect the license plate. It came originally when I bought the car in Iowa 5 years ago.

How should I fight for this ticket?

Don't bother... it's illegal to have any cover over a plate in NY regardless of clear or tinted

"New York State Vehicle and Traffic Law section 402-b requires license
plates to be kept clean and in a condition to be easily readable, and
prohibits the covering of license plates with any plastic cover or other
artificial or synthetic material."

It pretty much means if you fight it you are gonna be on the hook for court costs, plus the ticket. Man up, take the cover off and pay the ticket. Chalk it up as a learning experience.

Its a non-moving violation. Pay the ticket and move on. Most states forbid ALL plate covers.

I took it off immediately after that. I came from Iowa to NY, so was not aware of that.

Just wonder if I explain this to the judge, what could happen.

Moving between jurisdictions with different rules will not get you exempt from a ticket, even if you didn't know. If there was any chance of the ticket being scrapped, it would have been when you were pulled over in the first place.

From a subjective standpoint I think a cop would have to be a right prick to ticket anyone for a clear cover even if it is illegal. Like maybe he just found his wife in bed with his supervisor or something. From my work with cops I know they have a very high divorce rate, and they tend to remarry each other's exes, just like in the soap operas or Melrose Place.
I think around here they would generally turn a blind eye to many trivial violations like that. One time I forgot to put on the front plate and a cop just told me to put it on when I get a chance.
