Let me start by saying I am new to NAIOA and it seems like a wonderful resource full of car guys who know what they're talking about. That said, I am a novice when it comes to cars, the most I've done was change a radiator but I am young and want to learn more.

I have recently gotten a 2003 Impala LS that has been impounded for 2 years. So far, I am going to get a new battery, oil change, spark plugs, and new tires. Any recommendations on how should go about on this? The pocket is really tight which is why I acquired this car, so I may be willing to go with the less expensive brand. Also, the rotors are rusted, but I have been told that brake cleaner should do the trick? What are your thoughts on this?

If the rotors are rusted, I'd invest in new ones.

A car that sits for an extended period of time, is just like a car your putting miles on. They wear pretty much evenly IMO. Now, I would ofcourse do a tune up. (plug wires, plugs, coil packs, fuel system cleaner. Change fuel filter, air filter, and serpentine belt. Maybe a belt tensioner too. of course new brake lines, pads and rotors all around. Check the front end for play. That should be a pretty good beginning.

Yea pretty much replacing all the fluids man. Not sure if you need to replace the brake lines though(unless moisture has gotten into the lines)

you can cut the rotors if they are still within spec, $10-$15 a piece is a lot cheaper than buying new ones

I think things like oil and plugs are good, but if you have a leaky roof, word cv boots, dry rotting tires, chunky break fluid, loose suspension components or dry rotted suspension components, then what's the good? Get what i'm saying, make sure you will be able to be safe and in none piece primarily. Having a engine that can idle with a dime balancing on it is good but if you are falling apart otherwise its prob not so cool.
