I was told that the 9C1 model cooling system is just a little different than the Civilian models so I was just wondering if the Civilian Radiator from a 2000 Impala is in any way compatible with a 2000 police packaged impala.

If you want to 'downgrade' so to speak then yes the civilian radiator should fit. Why not go back to the 9c1 radiator? Its cheaper and better than the civilian radiator.

It should say w/hd cooling or with heavy duty cooling, etc.

I know on 06+ the part number is the same for the SS. Drop a civi radiator in... but be warned there may be more line inputs than expected thanks to the possible integrated trans cooler thats not on the 9c1, where the 9c1 is external trans cooling.

The 9C1 didn't have an external transmission cooler until 2002 (or later)...my 01 doesn't have one.
